What Energy Efficiency Programs Are Available to California Public Agencies?
California public agencies — including cities, counties, special districts, transit authorities, water agencies, and public safety facilities — have access to SoCalREN Direct Install (100% cost coverage for Southern California), SCE and SoCalGas utility rebates, federal IRA programs, and financing mechanisms including Property Assessed Clean Energy (PACE). Enlighting Energy conducts free assessments for public agency facilities and manages all incentive applications — from initial eligibility screening through incentive payment receipt.

SoCalREN Direct Install Program
Full project cost coverage for energy efficiency measures at qualifying public agency facilities. Covers LED lighting, lighting controls, HVAC controls, refrigeration, and other measures. Available to public agencies in the SCE and SoCalGas service territories.
Government Partnerships & Catalyst (GPC) Program
Technical support and incentives for larger public agency capital improvement projects, including energy management systems and building envelope upgrades. Designed for projects that exceed the scope of Direct Install.
Metered Savings Program
Performance-based incentives for large projects where energy savings are directly metered and verified post-installation. Best suited for major public facility upgrades where measurable energy reduction can be demonstrated over time.
What Public Facilities Qualify for SoCalREN Direct Install?
SoCalREN Direct Install is available to public agencies in the SCE and SoCalGas service territories. Eligible facilities include city halls, county administrative buildings, public libraries, parks and recreation centers, community centers, police and fire stations, courthouses, public works yards, transit facilities, water and wastewater treatment plants, and special district offices.
