What Energy Efficiency Funding Is Available for California Schools and Colleges?
California educational institutions — from K-12 school districts to community colleges, universities, and trade schools — have access to multiple energy efficiency funding programs that can cover 100% of project costs. Key programs include SoCalREN Direct Install (full cost coverage for Southern California public institutions), CalSHAPE HVAC grants (K-12), Proposition 39 Clean Energy Jobs Act funding (K-12), TECH Clean California heat pump rebates, and federal Inflation Reduction Act (IRA) programs including the 179D commercial buildings deduction. Enlighting Energy specializes in identifying and accessing this funding for educational institutions, with projects frequently completed at zero net cost.
Program by Program Guide
SoCalREN Direct Install Program
SoCalREN (Southern California Regional Energy Network) administers a Direct Install program funded by Southern California Edison and SoCalGas ratepayer funds. For eligible public agencies — including school districts — SoCalREN covers the full cost of qualifying energy efficiency measures. K-12 school districts in the SCE and SoCalGas service territories qualify, with priority given to districts serving disadvantaged communities, rural areas, and facilities with high CalEnviroScreen scores. Covered measures include LED lighting replacement, lighting controls, HVAC controls, weatherization, and heat pump water heaters for qualifying sites. As a SoCalREN-approved contractor, Enlighting conducts the initial assessment, confirms eligibility, and manages the project from scoping through completion at no cost to the district.
CalSHAPE (Healthy Air Ventilation Initiative)
CalSHAPE provides state funding for HVAC system upgrades in California public K-12 schools, with a focus on improving indoor air quality and reducing energy consumption. California public K-12 school districts are eligible, with priority scoring based on building age, system condition, and community vulnerability indicators. The program covers HVAC system replacement, including equipment, labor, and design costs. Applications are submitted through the California Department of Education. Enlighting supports districts through application preparation, equipment specification, and installation.
TECH CLEAN CALIFORNIA - Heat Pump Water Heaters
TECH Clean California provides rebates of $1,000–$3,000 per unit for heat pump water heater installations at California institutions, including schools, colleges, and universities replacing gas-fired water heaters with qualifying heat pump units. Enlighting is a TECH Clean California participating contractor and manages rebate applications for all qualifying installations.
Proposition 39 Clean Energy Jobs Act
Proposition 39 provides ongoing funding for energy efficiency and clean energy projects at California K-12 public schools. California K-12 public school districts (charter and non-charter) are eligible, with funding allocations made annually based on average daily attendance (ADA). Covered measures include LED lighting, HVAC upgrades, solar installations, energy management systems, and building envelope improvements. Districts apply through the California Energy Commission (CEC) energy expenditure plans process. Enlighting assists with application development and manages implementation.
Federal 179D Tax Deduction - Higher Education
Section 179D provides a tax deduction for energy-efficient improvements to commercial buildings, including college and university facilities. For government-owned educational buildings, the deduction can be allocated to the contractor who designed or installed the qualifying systems. Deductions of up to $5.00 per square foot are available for projects meeting specified energy reduction thresholds. Enlighting works with qualified tax advisors to maximize 179D benefits for applicable campus projects.
SCE and SoCalGas Utility Rebates
Community colleges, universities, and trade schools that don't qualify for SoCalREN Direct Install can still access SCE and SoCalGas rebate programs for LED lighting, HVAC, and other efficiency measures. Rebate amounts are calculated based on energy savings achieved. These rebates can often be combined with TECH Clean California and federal incentives. Enlighting identifies all applicable programs and manages the full application process.
