What Energy Efficiency Programs Are Available for California Affordable and Multifamily Housing?
California affordable housing providers, multifamily property owners, and housing authorities have access to energy efficiency programs that can cover up to 100% of project costs. Key programs include SoCalREN Multifamily Direct Install (full cost coverage for qualifying properties in disadvantaged communities), TECH Clean California heat pump water heater rebates of $1,000–$3,000 per unit, SCE and SoCalGas utility rebates, and federal Inflation Reduction Act (IRA) incentives. Properties serving disadvantaged communities — identified by CalEnviroScreen scores — receive priority enrollment and enhanced incentive levels. Enlighting Energy manages the full process from eligibility screening through installation and incentive collection.
Program by Program Guide
SoCalREN Multifamily Direct Install Program
SoCalREN's Multifamily Direct Install program covers the full cost of energy efficiency upgrades for qualifying affordable and multifamily housing in Southern California Edison and SoCalGas service territories. Eligible measures include LED lighting replacement in common areas and dwelling units, lighting controls, HVAC controls, weatherization, and heat pump water heaters at qualifying sites. Properties in disadvantaged communities — determined by CalEnviroScreen scores — receive priority processing. As a SoCalREN-approved contractor, Enlighting conducts the initial property assessment, confirms program eligibility, coordinates tenant access, and manages installation with minimal disruption to residents.
TECH Clean California — Heat Pump Water Heaters for Multifamily
TECH Clean California provides rebates of $1,000–$3,000 per unit for replacing gas-fired central and individual water heaters with qualifying heat pump water heater (HPWH) systems. Multifamily properties with aging central gas water heaters are strong candidates — heat pump replacements reduce gas consumption significantly while qualifying for substantial per-unit incentives. Enlighting is a TECH Clean California participating contractor and manages the full rebate application process for multifamily properties.
SCE and SoCalGas Utility Rebates
Multifamily property owners can access SCE and SoCalGas rebate programs for LED lighting, HVAC upgrades, and other efficiency measures in common areas and individual units. Rebate amounts are calculated based on energy savings achieved. These rebates can often be combined with TECH Clean California and SoCalREN incentives on the same project. Enlighting identifies all applicable utility programs during the initial property assessment.
CalEnviroScreen and Disadvantaged Community Prioritization
Many California energy efficiency programs provide enhanced incentives or priority enrollment for properties in disadvantaged communities (DACs). CalEnviroScreen is the state tool used to identify these communities based on environmental, health, and socioeconomic indicators. Properties with high CalEnviroScreen scores often qualify for full cost coverage through SoCalREN Direct Install and receive priority processing. Enlighting checks every property's CalEnviroScreen designation during the initial assessment to maximize available incentives.
Federal IRA Incentives for Affordable Housing
The Inflation Reduction Act provides tax credits and direct-pay incentives for energy efficiency and electrification projects in affordable housing. Tax-exempt affordable housing owners can access direct-pay provisions for qualifying improvements including heat pump systems, solar installations, and building envelope upgrades. The 179D commercial buildings deduction may also apply to qualifying multifamily properties. Enlighting works with qualified tax advisors to identify applicable federal incentives for each project.
